2019 PADS Implementation Report
The Dangerous Drugs Board is committed to continue its effort to work hand in hand with different government agencies in order to achieve drug-free communities by 2022. DDB makes public the accomplishments of the PADS through the different initiatives which were undertaken using a “whole-of-nation approach” on drug abuse prevention and control.

2019 National Household Survey on the Patterns and Trends of Drug Abuse
The 2019 National Household Survey on the Patterns and Trends of Drug Abuse was conducted in collaboration with the Department of Social Welfare and Development (DSWD), Philippine Statistics Authority (PSA) and I-Metrics Asia Pacific, Inc. The PSA vetted and validated the research framework, methodology and instruments used, while the DSWD’s trained field interviewers took charge of the data-gathering activities. I-Metrics Asia Pacific, Inc. processed and analyzed the data collected by the DSWD.
The 2019 drug survey’s main objective is to determine the magnitude of the drug problem nationwide and estimate the number of lifetime and current drug users. It aims to determine the prevalence and the number of lifetime and current drug users at the local and national level; define the demographic characteristics of lifetime and current drug users; measure awareness of the respondents of the anti-drug services provided by the government at the barangay level; and provide recommendations to counter the drug problem on a national level.

PADS Communications Plan
To aid in the effective implementation and proper dissemination of the Philippine Anti-Illegal Drugs Strategy (PADS), the Dangerous Drugs Board, with the help of Rebel Marketing, Inc., came up with a comprehensive national communication plan to anchor agency-level messages and identify communication strategies focused on the youth, families, and other target populations.
An internal communications task force was formed to work with Rebel Marketing to develop the communication plan, collaborate on developing key messages, and improve a communication system to synergize DDB and PADS implementing agencies. The communications plan further aims to delve into understanding the context, trends and environment that shapes perception on the PADS and elicit support and participation of all government and non-government agencies.
The three-year communication roadmap includes reframing conversation and building momentum for 2020, sustaining momentum and rallying the PADS to the finish line for 2021, and highlighting the PADS impact and positive change to society for 2022.
PADS Branding Manual
Simultaneous with the development of PADS Communication Plan, a Brand Book was conceptualized to project unity and promote synergy among PADS Member Agencies. The DDB looks to communicate PADS with a distinct visual branding, making it easily recognizable by stakeholders and distinguishable from other government’s campaign.
